My friend has just started a new website where we hope to have lots of quality discussions. I would like to invite people from here, but don't know if such an invite would fall foul of Barbelith's anti-advertising policy.

Could a mod advise one way or tother?

I am not a mod but I don't see why you shouldn't give info about that site.

People have made such posts before, for example arboretum or recently Liminal Nation.
