Initially created by General Eiling as a cadre to destroy the JLA under false suspicion planted by himself, Warmaker One, 4-D, Flow and Pulse 8 ultimately rejected the man who'd bonded their bodies with Proteum, and founded - with several former Global Guardians - the city of Superbia, a mobile defense base. Their creation pre-empted such latterday sea-changes in superhero books as The Authority and The Ultimates, though Warren Ellis (http://www.warrenellis.com/) has been quoted - not unfairly - as saying he thought them a riff on the former's precedents, Stormwatch.
