(chris23) Dick is probably referring here to Akhenaton, ruler of the Eighteenth dynasty of the Egyptian New Kingdom, huasband to Neferti. Also known as the "Son of the Sun God", Akhenaton revolutionized Egyptian culture in two ways: 1) He abolished polytheism and set the sun god, Aten, as the only true god. This heralded the advent of Egyptian monotheism, and some suggest that this was the impetus behind Judaism. 2) He humanised the pharoah and his family by depicting them as common, loving mortals instead of perfected deities.

There is also much note made of his appearance in much of the recovered art of the period: Narrow eyes, elongated cranium, long neck, androgynous body, etc.. Several theories have attempted to explain the appearance ranging from spiritual idealism to genetic deformation. However, the most interesting theory suggests that Akhenaton was of alien origin, which correlates nicely with Dick's suggestion in passage 19.

(Nietzsch E. Coyote) Interesting phrase "Three-eyed". Does anyone feel that we should take that literally? I am, for now, going to believe that means people with an activated third-eye in the chakra sense, the Ajna. If this is the case Phil is claiming that the openning of the third-eye requires a certain genetic disposition.
(chris23) Or perhaps, this is metaphorical and could be read as "...the three-eyed race which, in secret, exists WITHIN us".
(Nietzsch E. Coyote) The three-eyed race then would be a symbiote or parsite on us. Our soul is not us it is a symbiote? Then the Three-eyed race would be a plasmate (Comment Twenty Two) as he developes later and those of us with them would be homoplasmates (Comment Twenty Three).
