This "place" is the phenomenon at the center of the Seven Soldiers cross-over series. It may be seen as a gateway to Fairyland, or a hole in time, or an interdimensional machine.
It can be read as another version of the home of The Harlequinade in Morrison's The Invisibles, or possibly the Snowflake in Warren Ellis' Planetary.
It is apparently contiguous to all other locations in Seven Soldiers, although the terminology is most aligned with Shining Knight.
